Historical overview of ESE Metrosalud

85 years of history and 31 years of existence as a State Social Enterprise , have made Metrosalud an institution in constant evolution through a continuous process of adaptation and change, driven by internal and external factors such as the social needs of the population , the political actions of its leaders and the human condition of its employees .

The Municipality begins to reorient and develop its competencies in public health with the creation of the Secretariat of Hygiene and Public Health.

It changed its name to the Secretariat of Education and Social Welfare for the provision of basic education and health services to the community.

The Manrique Pilot Health Center was founded on April 13th of this year.

It began to be called the Ministry of Public Health and Social Welfare. National and international health standards were adopted, and spaces such as houses and small buildings were adapted for patient care.

The Municipality receives the administration of the Red Cross Children's Hospital.

The decentralization of health services began with the creation of Intermediate Care Units. Construction of hospitals and health centers commenced. In July of this year, the San Antonio de Prado and San Cristóbal units were established, which had previously functioned as local hospitals since 1965 and 1972, respectively.

The Secretariat of Public Health and Social Welfare was established as a municipal public entity with legal status, administrative autonomy, and independent assets, through Agreement No. 36 of 1984, and named the Metropolitan Health Institute of Medellín, a public entity for the provision of first and second-level health services. That year, the Santa Cruz “Víctor Cárdenas Jaramillo” Intermediate Care Unit was opened.

The Buenos Aires Intermediate Unit will be inaugurated in February of this year.

The Medellín Municipal Health Fund was created to manage the resources allocated to finance the Municipal Health System, which delegated the coordination of health service delivery to the Medellín Metropolitan Health Institute. That same year, the Doce de Octubre “Luis Carlos Galán Sarmiento” Intermediate Care Unit opened.

Decree 752 is issued, restructuring the Metropolitan Health Institute as a State Social Enterprise at the municipal level , adopting the new legal provisions determined by Law 100.

He abandoned the inspection, surveillance and control functions that he had developed in the city with the Environmental Sanitation Unit (USA), formerly called the Directorate of Attention to the Environment (DAMA).  

The mission objective focused on becoming a public Health Service Provider Institution –IPS–.

The Municipal Administration commissioned a study from the firm Teckné to determine the feasibility of dividing the institution into several ESEs (State Social Enterprises). After intense debate, the Medellín City Council determined that it should remain a single entity, based on the concept of a Public Hospital Network.

The program to upgrade, build and structurally strengthen the different headquarters and physical equipment that make up the Network begins.
